After doing some research it would appear that apple no longer offers this certification to the general public. The link to the exam is in the description of this video, but access to ATLAS (Apple's Training) has been limited to Technicians working inside of Apple authorized repair facilities.

To access ATLAS, you need to have an active Global Service Exchange (GSX) account. GSX accounts are limited to technicians working at Apple-authorized service facilities

It looks like Apple is no longer offering technician training to the public. It says you need access to GSX. How in the heck do you get training to be a technician by first becoming a technician that is working at Apple authorized service facilities. https://support.apple.com/en-us/HT206048
